DELAWARE, Ohio — A former Delaware County resident who fled to Germany rather than face rape charges was sentenced yesterday to up to 95 years in prison. Frank Hertel Sr., 51, already is serving a 20-year sentence in Arizona on similar charges. He will begin serving the Ohio sentence of 19 to 95 years while he serves his time in Arizona.
